The Ministry of Social Policy is developing a digital tool to support internally displaced people throughout every stage — from evacuation to integration

On November 11, a meeting was held with Ambassadors and representatives of diplomatic missions dedicated to the protection of the rights of internally displaced persons.
Participants discussed key areas of state policy aimed at supporting displaced people, including access to housing, education, healthcare, and social services, as well as the creation of conditions for their long-term integration into host communities.
Denys Uliutin, Minister of Social Policy, Family, and Unity of Ukraine, emphasized that addressing the needs of displaced persons remains one of the state’s top priorities.
“The policy on internally displaced persons should focus not merely on financial assistance but on the individual and their specific needs. That is why we continue to work on the Strategy for Supporting Displaced Persons. I am grateful to our international partners and Members of Parliament involved in this process. This is a clear, step-by-step plan: first — housing, second — systematic support, and third — reintegration and employment,” Denys Uliutin said.
The Minister also outlined two current areas of work: the development of a digital tool for displaced persons that will provide continuous support from evacuation to integration, and the implementation of housing policies, including preferential loan programs and social rental schemes.
Denys Uliutin stressed that the successful implementation of these initiatives is only possible through cooperation among state institutions, international organizations, and the expert community. “This is not only about financial mechanisms, but also about sharing knowledge and experience. This is extremely important, as people lose everything at the moment of displacement — not only housing but also social connections, friends, and the sense of belonging and stability they once had,” he noted.
Member of Parliament Pavlo Frolov, Chair of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced and Other Persons Affected by the Armed Aggression of the Russian Federation Against Ukraine, emphasized the need for honest and open dialogue to identify practical solutions to the challenges displaced persons face today.
“Only by working together we can create conditions in which every displaced person can find a home, regain dignity, and restore confidence in the future. We want this dialogue to continue through concrete actions and real decisions,” Pavlo Frolov stated.
