Ukraine and Council of Europe Development Bank Strengthen Support for IDPs

This was discussed during a working meeting held as part of the technical mission of the Council of Europe Development Bank (CEB) between the team of the Ministry of Social Policy, Family and Unity of Ukraine and representatives of the Bank, where current projects aimed at supporting internally displaced persons were discussed.

Because of the war, many Ukrainians have lost their homes, and some of them have found shelter in new communities as internally displaced persons. The Ministry of Social Policy provides assistance to internally displaced persons, including with the support of international partners.

In the summer of this year, Ukraine and the Council of Europe Development Bank signed a Framework Agreement at the URC 2025 for the implementation of the project “Support for Internally Displaced Persons in Ukraine.” The Agreement provides financing of EUR 200 million, and the project aims to strengthen state support for internally displaced persons and help them gradually integrate into new communities.

Of the EUR 200 million provided, EUR 100 million has already been transferred to the general fund of the state budget. By December of this year, Ukraine must report on how these funds have been used in order to receive the second tranche of the loan. Such an approach allows the state to continue providing social support without interruption, while ensuring transparency and strengthening trust between Ukraine and its international partners.

Support from the Council of Europe Development Bank (CEB) has become an important milestone in strengthening Ukraine’s social protection system and establishing long-term assistance mechanisms for internally displaced persons, who remain among the most vulnerable groups of the population due to the war.
