Social Rental Should Become a Tool for Integration and Economic Participation of IDPs – Denys Uliutin

During a working visit to the United States, Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin met with Deputy Director General for Operations of the International Organization for Migration (IOM), Ugochi Daniels.
The Minister expressed gratitude to IOM for its consistent support for Ukraine and outlined the government's systemic approach to rebuilding the architecture of the social sector. In particular, he presented the Humanitarian and Resilience Account as an instrument to bridge humanitarian assistance and system-based social policy.
"The Account allows partners to channel funding quickly in crisis situations while ensuring that delivery takes place through national systems, using existing registries, targeting mechanisms and payment infrastructure. This approach reduces duplication, improves accountability and strengthens institutional capacity. Together with partners, we are planning to use this Account to provide cash support for Ukrainians already next winter," said Denys Uliutin.
During the meeting, the parties also discussed the IDP Strategy through 2030, whose central objective is to restore self-sufficiency to every displaced person. Among the key priorities is the development of housing solutions, including social rent, as a tool for integration and economic participation.
The parties also focused on policies aimed at maintaining ties with Ukrainians abroad. In this context, Denys Uliutin highlighted IOM's leadership in the development of the Diaspora Alliance for Recovery of Ukraine.
"For us, this initiative is part of a broader Unity policy aimed at maintaining connections with Ukrainians abroad, coordinating return and reintegration, and aligning the efforts of governments, donors, and diaspora communities. At the same time, Unity Hubs serve as a practical element of this approach, providing access to information, counselling and support for informed decision-making," the Minister added.
