Residence assistance for IDPs: where and how to apply

Since July 1, 2025, the internal administration of social benefits received by Ukrainians has been transferred to the Pension Fund. Therefore, internally displaced persons (IDPs) can also apply for residence assistance at the service centers of the Pension Fund of Ukraine (PFU).

From now on, the Pension Fund authorities review applications, make decisions, and calculate residence assistance payments for IDPs.

At the same time, the number of places where one can apply for residence assistance is not limited to just the Pension Fund.

Starting July 1, 2025, IDPs can apply for residence assistance:

  • through the Unified State Portal of Electronic Services (Diia Portal) or the Diia app for first-time assistance applications;
  • at a service center of the Pension Fund of Ukraine, the Administrative Services Center (ASC), or executive bodies of village/town/city councils;
  • by mail to the relevant body of the Pension Fund of Ukraine.

Who will assign residence assistance to internally displaced persons?

The assistance will be assigned directly by the Pension Fund.

This means that if a person submitted an application to the social protection authorities before July 1, 2025, but it has not yet been reviewed, the decision will be made by the Pension Fund authorities.

Importantly, nothing changes for benefit recipients, so there is no need to reapply for assistance.

Where to obtain a certificate of registration as an internally displaced person?

The procedure for obtaining a certificate of registration as an internally displaced person, which is required to apply for residence assistance, remains unchanged.

To obtain the relevant certificate, one can still contact an authorized person of the local self-government body, the ASC, or submit an application through the Unified State Portal of Electronic Services (Diia).
