Ministry of Social Policy and CEB Agree on Next Steps in Implementing the €200 Million Framework Agreement

The team of the Ministry of Social Policy, Family and Unity of Ukraine, headed by Minister Denys Uliutin, held an online meeting with representatives of the Council of Europe Development Bank (CEB), led by Cristian Tabacaru, Director of the Lending and Social Development Department. The meeting focused on discussing the following steps to deepen cooperation under the Framework Agreement worth €200 million, aimed at supporting internally displaced persons (IDPs).
“I express my gratitude to the CEB for its consistent and systematic support of Ukraine since our accession in June 2023. The €200 million loan aimed at supporting 1.2 million internally displaced Ukrainians is truly significant. We plan to initiate the first €100 million disbursement under the Agreement as early as this month, which will provide vital housing assistance to thousands of displaced families,” emphasized Minister Ulyutin.
The Minister expressed his gratitude for the grant provided by the CEB to support the development of Resilience Centres, which is already enabling the training of 600 social workers and psychologists. According to him, this project plays a key role in strengthening psychosocial support for the population and advancing case management practices.
Denys Uliutin also outlined the Government’s priorities in the social sector, including support for internally displaced persons (IDPs), transformation of the social contract, modernization of social services, the creation of a fair and sustainable pension system, and the development of an integrated rehabilitation system.
In turn, Christian Tabacaru confirmed the CEB’s readiness to proceed with the first disbursement under the broader budget support programme.
“I would like to confirm the importance of this first disbursement tranche under the CEB’s Framework Agreement with the Ministry of Social Policy, in support of the Government’s assistance program for internally displaced persons. Beyond the financial dimension, this is a tangible sign of solidarity with people in Ukraine, who are facing the most pressing social challenges today,” said Cristian Tabacaru.
Representatives discussed the implementation mechanisms of the Agreement and future areas of cooperation, including the reform of long-term care and supported living services.
“I am confident that with the support of the CEB, we will be able to achieve meaningful and lasting change,” the Minister concluded.
As a reminder, the Framework Agreement was signed during the Ukraine Recovery Conference (URC 2025) in Rome. It currently represents the largest volume of financial support provided by the CEB to Ukraine since the beginning of the full-scale war, aimed at advancing the Government’s assistance programme for internally displaced persons.
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. The CEB, which has a triple-A credit rating, funds itself through international capital markets. Additionally, the CEB receives funding from donors to supplement its activities.
