07/08/2025

The state award "Cross of Combat Merit," established by a Presidential Decree for outstanding personal courage and bravery or heroic deeds during combat missions under life-threatening conditions and direct engagement with the enemy, as well as exceptional achievements in military command, will provide a range of benefits and establish a special status for its recipients.

The Ministry of Social Policy, Family, and Unity of Ukraine will develop the necessary bylaws within a month to ensure corresponding state guarantees for these individuals. Specifically:

– Recipients of the "Cross of Combat Merit" will be granted the status of citizens with special merits to the state;

– This status will entitle deceased servicemembers to free burial with military honors, as well as honorable burial at the National Military Memorial Cemetery;

– A monthly monetary payment equal to one and a half times the minimum wage established as of January 1 of the calendar year (calculated monthly) will be introduced;

– If a recipient is eligible for multiple monthly payments, they will receive one payment of their chosen amount.

"The Ministry of Social Policy will prepare the necessary bylaws within a month to ensure the law protecting servicemembers' rights takes effect as soon as possible," said Social Policy Minister Denys Ulutin during a meeting of the Committee on Social Policy.

The Social Policy Committee recommended that the Verkhovna Rada adopt the draft law in principle and as a whole.
