Households in frontline regions to receive additional funds for heating season

International partners are allocating over three billion hryvnias to support households in frontline regions that heat their homes with solid fuel during the upcoming heating season. The funds are expected to be used for purchasing solid fuel, with each family receiving 19,400 hryvnias for these needs.

The support from foreign states was discussed during a working meeting involving Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk, First Deputy Minister of Social Policy, Family, and Unity Liudmyla Shemelynets, and representatives of donor countries – the U.S., EU, Germany, the UK, Norway, and Switzerland.

"Thanks to financial support from our partners, hundreds of thousands of vulnerable citizens in frontline areas will be able to get through winter with warmth in their homes. Donors have pledged nearly 3.5 billion hryvnias, which will be distributed to citizens according to specific vulnerability criteria – 19,400 hryvnias per household for the entire 2025-2026 heating season," noted Iryna Vereshchuk.

In turn, First Deputy Minister of Social Policy, Family, and Unity Liudmyla Shemelynets pointed out that for two consecutive years, the Ministry of Social Policy, with support from the UN Refugee Agency (UNHCR), has been providing additional assistance to families receiving benefits and subsidies who heat their homes with firewood or coal.

"For two consecutive years, with financial support from partners, about 500,000 households have received additional funds for solid fuel. The total funding in 2024-2025 amounted to 3.24 billion hryvnias. This has been significant help for families in need of additional support facing difficult circumstances. However, last year, due to certain technical difficulties, some families did not receive payments from UNHCR. To ensure timely fuel provision, it is crucial to launch additional support programs with donor funding as soon as possible. We thank our partners for supporting important initiatives and assisting Ukrainian families in frontline regions," said Liudmyla Shemelynets.

It should be noted that the draft resolution on providing one-time financial assistance to residents of frontline regions in Ukraine during the heating season for purchasing solid household fuel using international partners' funds has been published on the website of the Ministry of Social Policy, Family, and Unity of Ukraine.

According to the draft, people living in residential buildings or premises (living rooms) heated by solid fuel within 10 km of the state border with russia or the line of contact will be eligible to receive 19,400 hryvnias per recipient household for the entire 2025/26 heating season. Residents of 9 frontline regions outside the 10 km zone may also receive funds if they meet certain criteria (financial status, elderly age, families with children, etc.) defined by partners.
