Oksana Zholnovych: "Khmelnytskyi Region is a Leader in Establishing Foster Families, Actively Developing Social Services System"

Ukraine’s Minister of Social Policy, Oksana Zholnovych, made this statement during a working visit to the region. Khmelnytskyi Oblast has been actively establishing foster families – a temporary care arrangement that allows children to remain in a safe family environment while biological parents resolve their issues or until permanent families are found. While there were only two foster families in the oblast at the beginning of 2024, as of June 2025, the number has grown to thirty.

During meetings with representatives of the Khmelnytskyi Regional Military Administration, including Chief Administrator Serhii Tiurin, the Minister discussed further development of social services and the region’s participation in pilot projects, such as:

- Transforming adult care institutions,

- Implementing supported living services,

- Expanding respite care for family members caring for people with disabilities, including children.

"Caregivers often go unnoticed, yet they need support too. Respite care allows them to tend to personal matters or rest while professionals look after their loved ones," Oksana Zholnovych noted.

The Minister also visited the "University of the Third Age" at the Territorial Center for Social Services, where older adults practice active aging principles – learning foreign languages, digital skills, and engaging in creative activities. The program offers 25 faculties, attended annually by over 900 Khmelnytskyi residents.

Another highlight was the Resilience Center operated by the "Caritas Khmelnytskyi Charity Foundation" (UGCC), which provides comprehensive psychosocial support. "This is a prime example of how to organize effective, dignified, and well-coordinated local assistance," Oksana Zholnovych emphasized.

The community of Volochysk also showcased strong social infrastructure, with a "Resilience Center" and a "Day Care Center for Children with Disabilities", offering reliable support to families.

"I’m grateful to all social teams in Khmelnytskyi for embracing change. Together, we’re ensuring every community has services that truly support people," concluded Oksana Zholnovych.
