Families Will Return to Places Where They See Their Children`s Future — Ilona Havronska

12/10/2025

Ilona Havronska, Deputy Minister of Social Policy, Family and Unity of Ukraine for European Integration, took part in the strategic dialogue “Investing in Human Capital: A Roadmap for the Early Recovery of the Kharkiv Region” during her working visit to Kharkiv. The event was organized by the Kharkiv Regional Military Administration in cooperation with UNICEF.

Ilona Havronska emphasized that investing in quality services for children and young people, and in the development of environments where they can learn, grow, and realize their full potential, is directly linked to encouraging people to stay in their communities. She added that such efforts will also encourage the return of Ukrainian families who were forced to leave their homeland because of the war.

“Of course, security has been and remains to be a top priority when it comes to the return of our citizens. At the same time, it is important to remember that families will return to places where they see prospects for the future of their children. Today, Kharkiv is a clear example of how, even in such extremely difficult circumstances, it is possible to implement meaningful initiatives and projects aimed at supporting and developing children and young people. This is not just an investment in important social projects — it is an investment in our future,” said the Deputy Minister.

Ilona Havronska also emphasized the importance of state support for families with children, noting that the draft state budget for 2026 allocates UAH 52.7 billion for such support — twice as much as last year. In particular, the government plans to introduce the “eYasla”(eNursery) support program in the Diia app, which will help parents balance work and family life.
