“Thanks to women leaders driving social change, people feel that the state is nearby,” – Denys Ulyutin

Denys Ulyutin, Minister of Social Policy, Family, and Unity of Ukraine, underscored this during the Ukrainian Women’s Congress, which brought together leaders from politics, business, and civil society to discuss the role of women in the development of the state and society.

The Minister outlined the main directions of the Government's social policy — a shift from one-off payments to proactive support and the creation of development opportunities. He highlighted the crucial role of creating conditions that enable women to balance professional self-realization with motherhood.

“Currently, a draft law is under its second reading in the Verkhovna Rada of Ukraine, which will encourage parents, primarily women, to return to economic activity,” the Minister noted.

Denys Ulyutin also focused on developing social services, in particular for families raising children with disabilities, and on the Resilience Centers, implemented under the auspices of the First Lady of Ukraine within the framework of the “How Are You?” program.

“Thanks to women leaders driving social change, people feel that the state is nearby. Women working in the social sector coordinate evacuations, build support systems for families, veterans, and the military. I thank them for their courage,” the Minister concluded.

Being visible is an act of courage that sustains the nation. Visiting frontline regions, I see this strength every day: in Zaporizhzhia, Kharkiv, Dnipro, and Kamianske. The women working in the social sector are true leaders. They coordinate evacuations, manage social services under shelling, and build essential support systems. Thanks to them, people feel the presence of the state.
