Ministry of Social Policy proposes changes to pricing, licensing and quality assessment approaches in prosthetics

Minister of Social Policy, Family and Unity Denys Ulutin emphasized the need for comprehensive regulation of prosthetic and orthopedic provision for servicemembers – taking into account quality, accessibility and functional outcomes for each individual.
He stated this during consideration of draft law No. 13511 on ensuring servicemembers' rights to medical care, rehabilitation and prosthetics at a meeting of the Verkhovna Rada Committee on Social Policy and Veterans' Rights Protection.
"This is not just about providing a device, but about its compliance with the functional needs of each servicemember. We need to reform the system – not just at the supply level, but also in terms of standards, quality control and outcome monitoring," noted Denys Ulutin.
The Ministry of Social Policy, Family and Unity of Ukraine initiates implementation of new approaches, particularly:
- indicative pricing alongside reference pricing for prosthetic/orthopedic devices and components - to prevent unjustified price increases;
- licensing of business entities providing prosthetic services – to increase accountability and transparency;
- introducing a quality monitoring system based not only on technical specifications but also on functional outcomes and restored capabilities after prosthetics.
Quality monitoring will utilize existing clinical multidisciplinary testing methodologies. This approach will shift toward a human-centered model where the state monitors not just quantity of devices issued but their real-life impact.
The Ministry continues working systematically with the relevant parliamentary committee to improve provision of quality prosthetic devices for military personnel and veterans that meets modern rehabilitation approaches during ongoing war and postwar recovery.
