Denys Ulutin: From the moment of injury to full recovery, a person should be under state care

Ukraine is restructuring its prosthetics system so that a person after amputation goes through the entire journey — from surgical intervention to returning to a full life in society — under state care.
This was stated by Denys Ulutin, Minister of Social Policy, Family, and Unity of Ukraine, during the National Telethon.
"A person after amputation should not waste energy searching for and arranging services. They should enter a center where they will immediately receive full assistance — from surgical intervention to prosthetics, training in using the device, psychological support, and reintegration into active life," noted Denys Ulutin.
In 2025, the state allocated UAH 4.6 billion for providing rehabilitation aids and over UAH 1 billion for high-functionality prosthetics.
The minister explained that, under wartime conditions, Ukraine needs an exclusively modern and comprehensive prosthetics system.
As a reminder, the Government plans to launch a grant program to support domestic prosthetics manufacturers. At the same time, the Ministry of Social Policy is working on building an integrated prosthetics system in which the state will take responsibility for supporting individuals who have suffered injuries or amputations.
"We are already forming an interagency working group involving many stakeholders who work directly in prosthetics. The task of this group is to reboot the system: integrate prosthetics into comprehensive rehabilitation, make the patient’s pathway clear, introduce transparent pricing, and support Ukrainian manufacturers," emphasized Denys Ulutin.
