This will be the first step toward a comprehensive transformation of the system aimed at ensuring people's access to quality, modern, and timely prosthetics and rehabilitation. Today, July 31, the Minister of Social Policy, Family, and Unity of Ukraine, Denys Ulyutin, met with representatives of organizations involved in prosthetics and rehabilitation in Ukraine to discuss further joint actions.
Participants in the meeting included representatives of Protez Foundation USA/UA, Esper Ukraine, Unbroken–Незламні, and Superhumans. Following the discussions, the Ministry of Social Policy plans to combine efforts and practical expertise from medical professionals, rehabilitation specialists, and leading domestic enterprises specializing in prosthetics — to ensure people not only regain mobility but also return to a full life.
"We must take a comprehensive approach to solving this important issue — establish a working group, develop and agree on an action plan with specific timelines and responsible parties, and move forward accordingly. Our task is to create an effective, integrated system that combines surgical care, rehabilitation, and modern prosthetics into a unified approach," emphasized Denys Ulyutin.
The interagency working group will include representatives from the Ministry of Health of Ukraine, the National Health Service of Ukraine, expert communities, civil society organizations, and rehabilitation institutions.
The first stage will involve the prompt development of a draft government resolution on the creation of the working group, as well as the preparation of a regulatory framework for launching a pilot project.
Together with the Ministry of Health, the National Health Service, and the Ministry of Veterans Affairs, the Ministry of Social Policy will conduct an audit of medical facilities that could potentially join the pilot project on medical guarantees and have the capacity to provide comprehensive post-amputation care — from surgical intervention to prosthetics and rehabilitation.
Work has already begun on legislative changes that will systematically reform the approach to providing modern prosthetics to amputees. This effort is being carried out in close partnership with the medical community, civil society, and international partners
