Free Prosthetics in 2025: Over 56,000 Ukrainians Received 208,000 Rehabilitation Aids Under State Program

During the first six months of 2025, the state provided high-quality rehabilitation aids to over 56,000 Ukrainians. According to the Social Protection Fund for Persons with Disabilities, nearly 208,000 items worth a total of 2.4 billion hryvnias were distributed under the state program in the first half of the year.
The largest number of rehabilitation aids were issued in Dnipropetrovsk, Lviv, Zhytomyr, Kharkiv, and Ternopil regions.
"Providing rehabilitation aids is about restoring a person’s active and dignified life. We are building a system where everyone in need — whether it’s orthopedic footwear or a complex limb prosthesis — receives it on time, without unnecessary bureaucracy, and most importantly, has the freedom of choice," said Deputy Minister of Social Policy of Ukraine Volodymyr Vasylenko.
Among the distributed rehabilitation aids:
- Upper and lower limb prostheses — 9,400 items;
- Orthopedic footwear — over 96,000 pairs;
- Prosthetic and orthopedic devices — nearly 30,000 items;
- Wheelchairs — over 8,400 units;
- Breast prostheses — over 48,000 items;
- Other rehabilitation aids — 21,700 units.
The provision of rehabilitation aids is based on an individual needs assessment conducted by expert teams. This system has been in place since January 1, 2025.
To receive a rehabilitation aid, one must submit an application — online via the Ministry of Social Policy’s Social Portal (soc.gov.ua) if an expert team has already assessed daily functioning needs. Applications can also be submitted through local social protection offices or administrative service centers (ASCs). Applications are accepted not only at the place of registration but also at the actual place of residence. Individuals do not need to collect documents themselves — specialists enter all necessary information directly into the electronic system.
All categories of individuals in need of rehabilitation aids can independently choose from over 100 suppliers. The state even funds the most advanced high-functional prostheses, costing over 4 million hryvnias. The significant increase in the maximum cost of prostheses, introduced by the Ministry of Social Policy late last year, allows for better components and meets the growing demand for complex prosthetics.
