Ukraine and Germany Agree to Deepen Expert Dialogue on Pensions, Rehabilitation, Social Services and Employment

During a working visit to Germany, Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin met with Federal Minister of Labour and Social Affairs Bärbel Bas. The ministers discussed opportunities to exchange expertise and strengthen cooperation across key policy areas.

“Today, social policy in Ukraine is not only a system of support. It is also an instrument for restoring the country’s human capital in the context of war, large-scale displacement and demographic challenges. That is why we are implementing comprehensive reforms in pensions, disability policy, rehabilitation, social services and employment. We would greatly appreciate Germany’s experience and cooperation in these important areas,” said Denys Uliutin.

Particular attention was given to pension reform. The reform preserves the solidarity system as its foundation while modernising its design. It introduces a guaranteed basic benefit to prevent old-age poverty and strengthens the link between contributions and pension levels. It also foresees the gradual transformation of special pensions into occupational schemes and the development of voluntary pension savings.

The sides also discussed the development of a comprehensive rehabilitation and prosthetics system in Ukraine. Denys Uliutin highlighted ongoing efforts to build an integrated system covering rehabilitation, prosthetics, adaptation, and return to active life and employment, and emphasised the value of Germany’s experience in supported employment and labour market inclusion of persons with disabilities.

The discussion further covered the development of modern, people-centred social services, including integrated services at the community level, the introduction of case management, support for independent living, and linking social assistance with employment opportunities. Ukraine expressed interest in exchanging experience in these areas, particularly for persons with disabilities and people with complex needs.

Following the meeting, the sides agreed to strengthen practical cooperation between the ministries at the team level.
