Maintaining ties with Ukrainians abroad, facilitating voluntary return and reintegration

Today, millions of Ukrainian citizens are living abroad as a result of the full-scale war, temporary occupation, as well as labour and educational migration in previous periods.

While residing outside their homeland, most Ukrainians remain interested in maintaining close ties with Ukraine and serve as an important driving force behind international support for our country, humanitarian assistance, and public advocacy.

Under these circumstances, it is critically important to preserve and strengthen mutual support, trust, and sustainable connections between Ukrainians and the state, as well as among Ukrainians themselves, regardless of their place of residence.

Building sustainable engagement with the Ukrainian community abroad is regarded as one of the key elements of state policy in the field of national unity.

This entails creating conditions for uniting and supporting Ukrainians, as well as maintaining and strengthening their connection with their homeland through:

  • access to up-to-date information on opportunities in Ukraine;
  • support for the participation of Ukrainians abroad in the public life of the country;
  • facilitation of informed decision-making regarding voluntary return, followed by reintegration in Ukraine.

One of the key instruments for implementing this policy is the development of the Unity Network – a system of spaces and services aimed at maintaining ties with Ukraine, providing consultations, informational and social support, and enabling individuals to make informed decisions regarding voluntary return to Ukraine, subsequent reintegration, or integration into a new community.

Tasks

The main tasks of the Ministry of Social Policy, Family and Unity in the area of maintaining ties with Ukrainians abroad, supporting voluntary return, and integration in Ukraine include:

  • formulating and implementing state policy aimed at ensuring the rights and interests of Ukrainian citizens abroad, in accordance with the legislation of Ukraine, as well as creating conditions for their voluntary return to their former place of residence or integration at a new place of residence in Ukraine;
  • developing and supporting the Unity Network as an infrastructure for maintaining ties with Ukraine, providing informational, advisory, and social support, and facilitating informed decision-making regarding possible return to Ukraine;
  • supporting sustainable dialogue and partnerships with the Ukrainian community abroad, as well as cooperation with Ukraine’s diplomatic missions, the authorities of host countries, and international organisations for the joint implementation of initiatives in the interests of Ukrainians abroad;
  • developing and implementing mechanisms for voluntary return and reintegration, including in cooperation with partner communities in Ukraine, the authorities of host countries, international organisations, and other stakeholders;
  • facilitating the realisation of the rights and freedoms of Ukrainian citizens who hold multiple citizenships, including through the development and improvement of regulatory legal acts, as well as information and awareness-raising activities carried out in cooperation with other state authorities;
  • providing regulatory, analytical, and methodological support for policy in these areas, including the preparation of draft legislative acts, analysis of their application in practice, monitoring and evaluation of policy implementation results, and the development of proposals for policy renewal and adjustment.
Regulatory Framework

The activities of the Ministry in this area are carried out on the basis of the current legislation of Ukraine, in particular:
