Verkhovna Rada of Ukraine Adopts Law on the Unified Information System of the Social Sphere: More Accessible Support, Less Bureaucracy

The Verkhovna Rada of Ukraine has adopted in the second reading and as a whole Draft Law No. 11377 “On the Unified Information System of the Social Sphere (UISSS), supported by 229 Members of Parliament. Developed by the Ministry of Social Policy, Family and Unity, the law provides for consolidating all current registries and databases in the social sphere into a single integrated system — UISSS. It will also expand opportunities for information exchange with other state registers, accelerating the process of applying for and receiving social support and other services.
“Adoption of this law is an important step that allows us to transition to proactive social support fully. It will enable us to optimize processes, provide early and targeted assistance to those who need it most, and save time and resources for both citizens and the state,” said Denys Ulyutin, Minister of Social Policy, Family and Unity of Ukraine.
The system has been in use across Ukraine since 2022. Today, it is actively used by 26,000 specialists, including staff of social protection offices, representatives of local self-government, Administrative Service Centers (ASCs), and the Pension Fund of Ukraine. Previously, fragmented resources complicated their work, while recipients of social support faced excessive bureaucracy, having to collect numerous certificates.
The adoption of the Law on the Unified Information System of the Social Sphere will address these challenges, as all verified users will now work within a single system. It will also help minimize corruption risks and local abuses, as decisions will be made based on transparent algorithms.
Thanks to the UISSS, accessing social support has already become easier, but the new law will further strengthen this process. Individuals and families in need of assistance will no longer waste time gathering certificates or making repeated visits to institutions. Automatic data exchange between registries will ensure faster processing. Thus, the law not only institutionalizes but also enhances the operation of the UISSS, ensuring that access to social support becomes simpler, faster, and more user-friendly.
Additionally, the system will enable data monitoring, facilitating the improvement of planning and resource allocation at all levels.
It should be noted that Parliament has also recently adopted in the first reading, a draft law developed by the Ministry of Social Policy aimed at strengthening support for families with children.
Background
Development of the Unified Information System of the Social Sphere (UISSS) has been made possible with the support of international partners: the UN World Food Program (WFP), the United Nations International Children's Emergency Fund (UNICEF), the Swiss-Ukrainian EGAP program implemented by the East Europe Foundation, the EU-funded project Support to Ukraine’s Digital Transformation (DT4UA) implemented by the e-Governance Academy (Estonia), the Digital Transformation Support (DTA) project financed by USAID and UK Dev, the United Nations Development Program (UNDP) with EU financial support, the UN High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), as well as the project Modernization of the Social Support System of the Population of Ukraine implemented by the Ministry of Social Policy with support from the World Bank.
The administrator of UISSS is the state enterprise “Information and Computing Center of the Ministry of Social Policy, Family and Unity of Ukraine.”
