New State Policy on IDPs to Cover the Entire Path from Evacuation to Community Integration — Denys Uliutin

The Ministry of Social Policy, Family and Unity of Ukraine has finalized the drafting of the Strategy on Internally Displaced Persons. The document will be submitted for interagency coordination. The new Strategy addresses the full range of challenges faced by IDPs — from evacuation to community integration.

This was stated by the Minister of Social Policy, Family and Unity of Ukraine, Denys Uliutin, during the “Budget Talks” podcast.

“The greatest need among internally displaced persons is housing. A solution is needed to allow people to have their own homes rather than remain in temporary accommodation facilities. We are currently working on such a solution,” he said.

Denys Uliutin noted that the Strategy on IDPs will include a component dedicated to the return of Ukrainians from abroad.

“Our vision is to prevent divisions and tensions between internally displaced persons and those returning to Ukraine,” he emphasized.

At the same time, the Ministry of Social Policy, Family and Unity of Ukraine is developing an IT component for the Strategy — a web platform that will provide a step-by-step pathway for IDPs: from self-declaration of evacuation to a list of temporary accommodation facilities where they can stay for a certain period of time, as well as a reintegration component.

For reference, the Ministry of Social Policy, Family and Unity of Ukraine has allocated a UAH 1.5 billion subvention to equip temporary accommodation facilities or supported living facilities and to purchase houses in rural areas for IDPs.

In addition, a programme of preferential crediting for IDPs is currently in place. The state covers 70% of the down payment and monthly instalments during the first year of the loan, as well as compensates UAH 40,000 in related costs for services associated with finalising the loan agreement.
