Home care, in-kind assistance, and social adaptation: the most frequently requested services on the Social Portal of the Ministry of Social Policy

On the Social Portal of the Ministry of Social Policy — soc.gov.ua — you can submit applications for social services. An online application is a convenient and quick way to seek support, but the actual provision of social services involves in-person interaction with a specialist. Which social services are in highest demand among portal users? Here’s an overview from the Ministry of Social Policy.

The service was launched nationwide in September 2024. Since then, over 51,000 requests or applications have been submitted through the portal – both for oneself and to report the needs of loved ones, such as elderly relatives or neighbors with disabilities. This can be done directly on the homepage – without authorization or a qualified electronic signature.

"We are currently actively working on updating the portal — and these are not just routine changes but a shift toward a human-centered service. We take into account typical action scenarios, simplify the application process, and implement intuitive prompts so that everyone — regardless of age or experience — can easily use the portal," said Anatolii Komirnyi, Deputy Minister of Social Policy for Digital Development, Digital Transformation, and Digitalization (CDTO).

According to statistics, the highest number of requests and applications come from the following regions:

- Poltava Oblast (9,287);

- Dnipropetrovsk Oblast (8,490);

- Khmelnytskyi Oblast (5,995);

- Kharkiv Oblast (5,966);

- Kyiv Oblast (3,962).

Among the social services requested through the portal, the most popular are:

  • In-kind assistance: Provision of food, personal hygiene and care products, and other essential items. The service may also include hot meals, fuel, as well as help with deep cleaning and land cultivation.
  • Home care: Assistance with self-care at the place of residence (body care, washing, changing linens, etc.), as well as food delivery; house cleaning, laundry, and other household services.
  • Social adaptation: Help with integrating into new living conditions, including support in education, socialization, and job searches.
