Government Action Plan for 2025 Approved: Social Protection of Ukrainians Is Among the Key Priorities

The Cabinet of Ministers of Ukraine has approved the Action Plan for 2025 and submitted the document to the Verkhovna Rada. The Plan sets out clear goals, priorities and performance indicators. This plan allows progress to be tracked and makes government decisions more transparent to citizens.

Among the four essential directions are Security, Economy, Human Dignity and Recovery. The areas of responsibility of the Ministry of Social Policy, Family and Unity of Ukraine include:

  • introduction of a new pension system model;
  • combating poverty and updating social standards;
  • modernizing the principles of social protection;
  • development of social services;
  • transition to needs-based rather than status-based support;
  • prosthetics as the next stage of rehabilitation (in cooperation with the Ministry of Health of Ukraine);
  • the launch of the program to help bring Ukrainians back home;
  • expansion of services for frontline communities.

These measures are part of the “Human Dignity” priority area aimed at supporting veterans, internally displaced persons (IDPs), young families, people with disabilities and vulnerable groups.

“Social protection in wartime is a guarantee of protecting people and preserving their potential for rebuilding the country. The main goal is that every Ukrainian who needs assistance receives it in a timely and efficient manner,” emphasized Denys Uliutin, the Minister of Social Policy, Family and Unity of Ukraine.

While preparing the Program, the Government received over 680 proposals from communities, businesses and experts. A large part of them was incorporated into the final document.
