05/03/2026
Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin held an online meeting with representatives of the World Bank led by Paolo Belli, Practice Manager for Social Protection and Jobs. The parties discussed further cooperation in reforming Ukraine’s social protection system.
In particular, the discussion focused on the preparation of the Social Protection Project for Inclusion, Resilience, Innovation and Transformation (SPIRIT), which is expected to support key reforms in Ukraine’s social policy system. The project aims to modernize the social assistance system, develop social services, and improve support mechanisms for persons with disabilities.
“We are working to create a unified support system based on people’s real needs. This is far more effective for Ukraine than maintaining a large number of fragmented assistance programs. Deepening cooperation with the World Bank, particularly within the SPIRIT project, will help us develop effective solutions for the reform process and accelerate their implementation,” said Denys Uliutin.
For their part, World Bank representatives noted the scale of reforms being implemented by Ukraine in the field of social protection and highly appreciated the SPIRIT project's preparation.
Following the meeting, the parties agreed to continue cooperation in implementing reforms in the social protection sector and to coordinate further joint work within the framework of relevant projects.
