Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin held a working meeting with a delegation of the Directorate-General for European Civil Protection and Humanitarian Aid Operations of the European Commission, led by its Director-General Maciej Popowski.

DG ECHO is the EU’s specialized institution for humanitarian response. For Ukraine, humanitarian support remains critically important, as it strengthens social protection for the population and enables timely responses to the crisis consequences of the war.

“Thanks to the EU’s humanitarian support, we have the resources to protect people’s rights and restore their dignity. It is very important for us to use this support as effectively as possible and ensure the financial sustainability of the social system. Today, our priority is supporting the most vulnerable groups, in particular internally displaced persons and persons with disabilities. Together with our international partners, we are doing everything to make every person in Ukraine feel socially protected,” said Denys Uliutin.

The Minister also added that the Path of IDPs project is currently under active development – a comprehensive approach for internally displaced persons that envisages the creation of a digital register of temporary housing with integration of data from humanitarian organizations, the involvement of case managers at arrival points, as well as the development of assisted living and inclusive infrastructure.

During the meeting, the primary focus was placed on the protection and support of vulnerable population groups in the context of the war and the upcoming winter challenges. Discussions covered issues of energy resilience, particularly the provision of generators during Russian attacks, the digitalization of registers for internally displaced persons to facilitate more effective aid delivery, as well as access to social services. Special emphasis was placed on creating mechanisms for the temporary accommodation of persons with disabilities during emergencies.

“The European Union consistently supports Ukraine and focuses on assisting the most vulnerable groups of the population. Our financial support remains stable, and this year it will also be directed towards humanitarian needs, particularly in preparation for the winter season and ensuring energy resilience. We are also ready to provide generators and other equipment to protect civilians and support critical infrastructure. At the same time, an important area of our work remains the development of inclusive infrastructure and temporary housing for those who need it most,” stressed Maciej Popowski.

A separate section of the discussion focused on finding long-term solutions for IDPs — shaping state policy, providing housing, and creating conditions for integration into safe communities. An essential aspect of the dialogue was also the improvement of the social protection system for the affected population, including long-term and humanitarian funding of social programs and assistance.

As a result of the meeting, the parties agreed to continue coordinating joint efforts to strengthen the protection and support of people affected by the war.
