"Social Workers Are the Key Element in Supporting and Adapting People After Unlawful Imprisonment", Liudmyla Shemelynets

Social workers are the key element in supporting and reintegrating soldiers and civilians returning from captivity and unlawful imprisonment.
On September 8, 2025, First Deputy Minister of Social Policy, Family and Unity of Ukraine, Liudmyla Shemelynets, emphasized this during the opening of the training session aimed at preparing specialists to work with people who have experienced captivity and unlawful imprisonment.
"Last year, we trained 24 social workers, and this year we have set an ambitious goal – to prepare 170 specialists. Our country is facing new challenges, and our specialists bear much of the responsibility for communication and support. Those returning from captivity or unlawful imprisonment often suffer from severe psychological and physical trauma. The world looks different to them; it is difficult to trust again and to rebuild relationships in the community. That is why social workers are the key figures who help to restore trust and create a sense of security," noted Liudmyla Shemelynets.
According to her, today, the state should put the main emphasis on supporting these people and helping them recover their mental health.
"Our society is empathetic and united. We will definitely overcome this. Social workers serve as a bridge between people returning from captivity or unlawful imprisonment and communities that welcome them," she added.
Liudmyla Shemelynets thanked the partners of the event – the IREX organization and the Mental Health Centre "Lisova Poliana" – for their contribution to developing modern support and rehabilitation practices.
