World Bank and Ministry of Social Policy, Family, and Unity of Ukraine Discuss Cooperation Program and Plans

Ukraine's Minister of Social Policy, Family, and Unity, Denys Ulyutin, held a meeting with the team and Regional Director of the World Bank for Eastern Europe (Ukraine and Moldova), Bob Some. The parties discussed the current status of joint projects, reform priorities, and further development of existing initiatives.

Denys Ulyutin emphasized the importance of deepening cooperation with the World Bank, particularly in shaping a modern social contract between the state and its citizens. He noted that a unique window of opportunity has opened for systemic transformation of the social sector, and the strategic support of international partners is critical to realizing this potential.

"We highly value the World Bank as a reliable partner in supporting key government services and the social protection system. This includes the implementation of the INSPIRE project, as well as the technical assistance program SPIRIT, which provides comprehensive support for the institutional capacity of the Ministry. Next month, we will complete a multi-year project to modernize the social assistance system, creating space for new initiatives. I sincerely hope our partnership will continue to deepen," said Denys Ulyutin.

The Minister added that pension reform is urgent, as the current model remains fiscally unsustainable, socially unjust, and fails to ensure an adequate standard of living for citizens.

"We began working on a new pension system model with the World Bank back when I was at the Ministry of Finance. I would like to continue this cooperation," he said.

Another key area is the integration of persons with disabilities. In this context, the Ministry plans to strengthen rehabilitation services and inclusive employment.

The war has altered reality for millions of Ukrainians: poverty and inequality levels have risen, and the need for services — especially for people with disabilities, veterans, and the elderly — has increased. This is why the World Bank views the social protection sector as one of the key areas for preserving human potential.

The World Bank continues to support Ukraine through financial instruments, technical assistance, and strategic expertise. Alongside the completion of current projects, preparations are underway for potential new initiatives, including investment programs.

The total amount of support provided by the World Bank under ongoing projects amounts to nearly $3 billion USD. All projects share a focus on results, support for vulnerable groups, digital transformation, and enhancing the transparency and efficiency of the system.
