Ukraine and the OSCE Unite Efforts to Combat Human Trafficking and Protect Victims

On 25 November, on the Margins of the United Nations General Assembly in the United States, Minister of Social Policy, Family and Unity of Ukraine, Denys Uliutin, met with the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Kari Johnstone.

The discussion focused on the current trafficking risks, particularly in the context of the EU’s Temporary Protection for Ukrainians coming to the end in 2027. The OSCE is currently analysing potential challenges and scenarios that may arise as a result of a significant number of Ukrainians returning home.

Special attention was devoted to the implementing Law No. 4067, particularly to refining the definition of ‘victim’ in line with international standards.

The meeting also explored opportunities for information-sharing with international companies to simplify the mechanisms for providing contact information and assistance pathways for Ukrainians. The work focuses both on Ukrainian citizens and on migrants from other countries who may be vulnerable to trafficking.

Denys Uliutin noted that intersectoral consultations involving non-governmental organizations had already taken place in Ukraine, and that this year law-enforcement agencies were also engaged in the process.

The parties agreed to further strengthen cooperation and enhance coordination, taking into account the OSCE`s planned activities and the available resources.
