The State Will Invest in Social Rental Housing to Support Families — Denys Uliutin

Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin took part in the international Wilton Park Conference, held in Kremmen, Germany. The event brought together over 60 representatives of the governments of Ukraine and EU countries, international financial institutions and the expert community to develop a roadmap for reforms in the social sector.

In his remarks, the Minister emphasised the importance of the social dimension of recovery. He noted that without a people-centred approach to rebuilding Ukraine, there is a risk of creating infrastructure without the people who sustain the economy.

“Ukraine’s recovery is first and foremost about people — about creating conditions in which people can live, work and raise children. If recovery planning focuses only on infrastructure, we risk rebuilding cities without restoring communities. That is why social recovery should not be treated as a parallel track, but as a core component of Ukraine’s recovery strategy,” said Denys Uliutin.

The Minister also stressed that housing should not be viewed solely as a reconstruction issue, as it lies at the intersection of social policy, economic recovery and demographic resilience, and serves as a platform for integration.

“Ukraine is introducing a social rental housing model. This mechanism will enable the state to purchase housing and provide it as affordable rental accommodation to families who cannot access commercial options. This approach makes access to housing a social service — a tool for integration, family support and economic participation. At the same time, it is a sustainable solution that allows public resources to be used efficiently to support as many people as possible and to build a long-term housing stock,” Denys Uliutin noted.
