Ukraine Is Reforming Disability Employment Policies, Denys Uliutin Tells EU Social Affairs Ministers

Ukraine is transforming its approach to the employment of persons with disabilities, recognizing inclusion not only as a social policy objective but also as a key element of the country’s economic recovery. Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin highlighted this during a meeting of EU employment and social affairs ministers in Ireland dedicated to addressing poverty and social exclusion.
The Minister noted that russia’s full-scale war has significantly increased the number of people living with disabilities while exacerbating labour shortages across many sectors of the economy. In response, Ukraine is moving toward a functional approach to disability that focuses on people’s abilities and the support they need to study, work, and live independently. A central element of the reform is the modernization of employer incentives. Ukraine is shifting away from a system primarily based on sanctions and is creating new mechanisms to promote inclusive employment. Targeted employer contributions are directed to a dedicated Disability Employment Support Fund, which finances professional training and reskilling, workplace accommodations, compensation for adaptation costs, and support services for both employees and employers.
The Minister also highlighted Ukraine’s new national cybersecurity training programme for persons with disabilities. The initiative will provide free training to up to 2,000 people with disabilities, including veterans and civilians, enabling them to obtain internationally recognized certifications and access employment opportunities in the digital economy.
“Reducing the disability employment gap is first and foremost about unlocking people’s potential. In a country rebuilding after war, every talent and every skill matters,” Denys Uliutin said.
According to the Minister, the ultimate goal of the reform is to build a system that enables persons with disabilities to realize their potential, remain economically active, and participate fully in community life.
