The state provides housing for newly established large foster families

Large foster families (family-type children's homes, FTCH) raising 5–10 children without parental care are entitled to receive a large apartment or house – a service housing unit owned by the municipality and provided fully furnished.

The Ministry of Social Policy allocates a subsidy to local budgets for purchasing such housing. During the full-scale war, not only newly established families but also internally displaced families (IDPs) and those planning to return from evacuation abroad are eligible to receive it.

"Large foster families are primarily an opportunity for groups of siblings to live in a warm family environment. That is why the state allocates funds from the state budget to provide such families with housing and improves the procedure for its allocation so that children can sooner find themselves in care and love," said Oksana Zholnovych, Minister of Social Policy.

In June of this year, upon the submission of the Ministry, the Government adopted a resolution regulating the provision of housing for newly established FTCHs.

If the living space owned by candidate foster parents is insufficient for the establishment and proper functioning of an FTCH (as determined during an inspection of living conditions), the decision to establish the FTCH is made simultaneously with a decision on priority housing provision. Candidate foster parents must submit a written application in any form expressing their need for housing to the authority responsible for approving the establishment. This authority is obliged to provide the family with housing no later than six months from the date of the FTCH's establishment.

It is worth noting that, thanks to the state subsidy in 2025, housing will be provided to fifty newly established FTCHs. In total, including internally displaced families, over 120 will benefit. The Ministry has allocated 833 million UAH for this purpose. Currently, procurement is underway in communities.

Under the investment project of the Ministry of Social Policy, it is planned that by 2029, housing will be provided to over 700 more large foster families.

Raising orphaned children and children deprived of parental care in families is one of the goals of the Strategy for Ensuring Every Child's Right to Grow Up in a Family Environment. This document serves as a roadmap for the Ministry of Social Policy and other agencies in building an effective system of child care and support.
