In the first half of the year, Ukrainians adopted 589 children without parental care

During the first six months of 2025, Ukrainian citizens adopted 589 orphaned children and children deprived of parental care. The Ministry of Social Policy and the State Children's Service provide statistics on this year's adoptions.
- 199 children - under three years old;
- 160 children - aged three to six;
- 148 children - aged six to eleven;
- 82 children - over eleven years old.
The highest adoption rates were recorded in Kyiv (67 children), Dnipropetrovsk (66), Odesa (49), Zakarpattia (47), and Zhytomyr (37) regions.
As in previous periods, there remains a discrepancy between prospective adoptive parents' preferences and the actual situation regarding the age of children available for adoption. Of the 2,276 candidates registered as of the end of the first half of 2025, 1,625 expressed willingness to adopt one or two children aged five to ten. Meanwhile, among 14,679 children registered for adoption, 10,628 are ten years or older. 10,226 children are from sibling groups, meaning they have brothers or sisters also registered for adoption.
11,078 children available for adoption are being raised in family environments: 10,086 - in foster families and family-type children's homes; 992 - under guardianship or temporarily placed with relatives' or acquaintances' families. While alternative family care provides for children until adulthood or completion of education, adoption creates a permanent family for the child. Therefore, these children retain the right to be adopted.
The largest numbers of children registered for local adoption are in the following regions: Dnipropetrovsk (2,129 children), Odesa (1,155), Kharkiv (926), Donetsk and Zaporizhzhia (822 and 821 children respectively).
Family remains the only environment where children can develop harmoniously and realize their potential.
