The Ministry of Social Policy, Family and Unity of Ukraine Has Developed a Step-by-Step Evacuation Pathway for Older Persons, Persons with Disabilities, and Persons with Limited Mobility — Tetiana Kirienko

Deputy Ministers of Social Policy, Families and Unity of Ukraine, Anatolii Komirnyi and Tetiana Kiriienko, paid a working visit to the Dnipropetrovsk region. The region continues to bear a significant burden in receiving and assisting people who are forced to leave their homes and flee the war.

Therefore, the Ministry’s team began its work in the region with a meeting on the development of a modern system for the registration and accommodation of evacuated persons. International partners and representatives of civil society organizations involved in evacuation, registration, and the placement of internally displaced persons joined the discussion — including the Humanitarian Coordination Center, Globa 22, the Dnipropetrovsk Volunteer Council, East SOS, as well as experts in digital transformation. The shared goal is to make the process of evacuation and settlement as fast, transparent, and convenient as possible.

During the meeting, the Deputy Minister spoke about new financial instruments of support for internally displaced persons developed by the Ministry. Tetiana Kiriienko also answered all questions related to the mechanisms for implementing the new programs and services for displaced Ukrainians.

During the business trip, Tetiana Kiriienko visited the Center for Social Adaptation of Persons with Disabilities “Ocean of Kindness”, a place of temporary accommodation for internally displaced persons in Dnipro, and a transit center in Pavlohrad that hosts people evacuated from the Donetsk and Dnipropetrovsk regions. She also met with the representatives of civil society organizations providing assistance in the evacuation and temporary resettlement of internally displaced people (IDPs).

The Deputy Minister noted that the Ministry of Social Policy, Family and Unity of Ukraine has already developed an evacuation pathway for older persons, persons with disabilities, and persons with limited mobility.

During registration, an individual is offered a medical consultation at the transit point, and, if necessary, individuals may use the service of medical accompaniment in a healthcare facility for up to 30 days. After the stabilization of their psychological and physical condition, if no housing options are available, they may also access state-funded accommodation services. This service is financed by the state and is available to one person for up to 12 months. After this period expires, the individual either relocates to a temporary accommodation facility or may choose supported housing or residential care services.

“In all our programs of assistance and support for internally displaced persons, we seek to involve the resources of international partners who have expressed their readiness to help. Recently, we discussed further steps in supporting evacuated Ukrainians with the Council of Europe Development Bank. Among other initiatives, there will be programs aimed at facilitating the pathway of displaced persons towards reintegration in their communities,” noted Tetiana Kiriienko.

As a reminder, the Government has approved the procedure for allocating UAH 1 billion in subventions to local budgets for the construction, repair, or reconstruction of temporary housing for internally displaced persons.
