The Ministry of Social Policy and Mastercard Discuss Cooperation in Digital Solutions for the Social Sector

Anatoliy Komirnyi, Deputy Minister of Social Policy for Digital Development, Digital Transformations, and Digitalization (CDTO), met with representatives of the global technology company in the payment industry, Mastercard.

Anatoliy Komirnyi, Deputy Minister of Social Policy of Ukraine for Digital Development, Digital Transformations, and Digitalization (CDTO), held a meeting with representatives of the global technology company in the payment industry, Mastercard: Vice President for Business Development Engin Yasar and Director of Government Relations in Ukraine and Moldova Kristina Prasolova.

Among the topics discussed were tools for forecasting social support needs, the use of artificial intelligence for processing large volumes of data, as well as opportunities for cybersecurity and fraud prevention.

Anatoliy Komirnyi spoke about the importance of the Unified Information System of the Social Sector (UISSS), which already integrates key registries and allows for the assignment of most types of assistance without paper documents. At the same time, the CDTO of the Ministry of Social Policy outlined new tasks for further digital transformation — predicting needs, risk management, and analytical modules. For people, it is critically important that the social support system is not only fast and transparent but also understandable and accessible.

In turn, Mastercard representatives shared their experience working with governments in various countries. The discussion was not limited to payment solutions. It also included the implementation of anti-fraud systems, modern data protection models, advisory support for building predictive models of social payments, and even analyzing legislative changes using AI.

"We already see specific areas where Mastercard’s expertise can enhance our digital transformation: forecasting the needs and financial resources for different population groups, analytics for managerial decision-making, risk detection and fraud prevention systems, modern solutions for data cybersecurity, as well as the use of artificial intelligence to simplify complex procedures in the social sector," noted Anatoliy Komirnyi.

The meeting was the first step toward potential cooperation, which will help make the social support system in Ukraine even more efficient, secure, and people-oriented.

As a reminder, the Ministry of Social Policy and the UN WFP discussed new areas of cooperation, with the digitalization of the social sector among the priorities.
