Strengthening strategic planning in the social sector: Ministry of Social Policy, Family and Unity of Ukraine and Alinea International Ltd. sign memorandum of cooperation

The Minister of Social Policy, Family and Unity of Ukraine, Denys Uliutin, and the Country Director of Alinea International Ltd. in Ukraine, Tawnia Sanford Amar, have signed a memorandum of cooperation. The document provides for the delivery of international technical assistance under the “Recovery for All” (RFA) project to enhance the Ministry’s capacity for strategic planning in the social sector.
The cooperation envisages support for the development of strategic planning processes, provision of expert assistance, delivery of trainings and capacity-building activities for the Ministry, as well as the development of methodologies, tools, software solutions, draft regulatory acts, and communication materials.
“We are grateful to the Government of Canada for its support through the ‘Recovery for All’ project. This memorandum equips us with practical tools to strengthen the Ministry’s capacity in strategic planning, particularly in developing gender-responsive, inclusive, and citizen-centered policies, as well as in implementing modern data-driven approaches to monitoring and evaluation,” said Denys Uliutin, Minister of Social Policy, Family and Unity of Ukraine.
According to him, the signing of the memorandum is an important step in the preparation of the Social Sector Development Strategy, which aims to establish a comprehensive system of support for individuals throughout their lives, strengthen human capital, reduce inequality, and create conditions for active citizen participation in the country’s development.
The “Recovery for All” project is funded by the Government of Canada and is aimed at strengthening the capacity of Ukrainian communities affected by the war in planning, financing, and managing recovery, as well as at shaping inclusive, citizen-oriented public policy.
