Oksana Zholnovych: "Collaboration Between Government, Local Authorities, and Civil Society is the Foundation of Reliable Support for People"

The Minister of Social Policy of Ukraine emphasized this during a working trip to Ternopil Oblast.
As part of her visit, she toured the Resilience Center in Ternopil, operated through a partnership between the local community and the charitable organization "Caritas". Here, people receive comprehensive assistance – psychosocial support, including counseling for parents with children, families of the fallen, prisoners of war, and internally displaced persons.
"This is a case where the impact isn’t just added – it’s multiplied. People receive timely and essential support, understand they’re not alone, and thus avoid falling into dire circumstances," stressed Oksana Zholnovych, commenting on the work of Resilience Centers. A total of 7 such centers operate in Ternopil Oblast.
Notably, the resilience-building initiative is one of the largest projects of the Ministry of Social Policy. Funding is provided by the state: specialist teams receive salaries, undergo training, and deliver quality assistance to all in need.
During her trip, the Minister paid special attention to Zboriv community. Under the leadership of Mayor Ruslan Maksymiv, the local team actively implements social services – a critical effort for smaller settlements.
The community hosts: a Resilience Center, a social rehabilitation unit, a mobile psychosocial support team for domestic violence survivors, and a small geriatric care center for the elderly.
"It’s heartening to see people-centered decisions – focused on their support, safety, and dignified lives. I thank the region’s social teams for their genuine dedication and Ternopil Oblast Governor Viacheslav Nehoda for his strategic backing of social initiatives," underscored Oksana Zholnovych.
