Ministry of Social Policy, Family and Unity of Ukraine and Sovereign Military Order of Malta Deepen Cooperation on Rehabilitation and Social Support

15/09/2025

On September 15, the Deputy Minister of Social Policy, Family and Unity of Ukraine held a meeting with a delegation of the Sovereign Military Order of Malta, led by the Grand Hospitaller Josef de Blotz and the Order’s Ambassador Extraordinary Plenipotentiary to Ukraine, Antonio Gazzanti Pugliese di Cotrone.

The parties agreed to deepen cooperation in the areas of social protection, rehabilitation of veterans, persons with disabilities, and people affected by the war.

Since the first days of the full-scale invasion, the Malteser Relief Service has been working in close cooperation with Ukrainian rehabilitation centers, in particular, the “Halychyna” Comprehensive Rehabilitation Center in Lviv.

Since 2022, the Center has also received a wide range of humanitarian aid from the Malteser Relief Service – including hospital beds, furniture, wheelchairs, medical equipment, food, clothing and hygiene supplies. The Center has also received a 100-kW emergency generator, an ambulance fitted with a wheelchair ramp, and equipment for rehabilitation rooms.

Support for people with limb loss who require prosthetic care has become a dedicated area of assistance. In the spring of 2025, a prosthetics workshop with five workstations was opened at the “Halychyna” Comprehensive Rehabilitation Center, enabling patients to complete the entire prosthetic care pathway locally. More than 200 powered wheelchairs and mobility scooters have also been delivered, and in September 2025, advanced training courses for Ukrainian prosthetists were launched.

The meeting focused on issues related to social support for internally displaced persons (IDPs), as well as on the need to develop comprehensive social and psychological rehabilitation programs for those who have experienced traumatic events.

Inna Solodka, Deputy Minister of Social Policy, Family and Unity of Ukraine expressed her gratitude to the representatives of the Sovereign Military Order of Malta for their systematic and multifaceted assistance and noted that the “Halychyna” Comprehensive Rehabilitation Center has a potential to become a model facility, combining medical, social, and psychological support.

“We sincerely appreciate your support. It is not only humanitarian assistance but also your contribution to the recovery of people who paid a high price for our freedom. Our shared task is to ensure that Ukrainians with amputations, veterans, children and people affected by the war have a real chance at a full life and inclusion,” Inna Solodka emphasized.

The parties confirmed their commitment to deepen cooperation focused on developing a modern system of rehabilitation and creating a barrier-free environment for every Ukrainian.

As a reminder, the “Titans.UA” veteran's competitions were held in Lviv.
