Evacuation Support and Community Resilience: Prime Minister of Ukraine and Ministry of Social Policy, Family, and Unity of Ukraine visited Sumy

Yuliia Svyrydenko, Prime Minister of Ukraine, and Denys Uliutin, Minister of Social Policy, Family, and Unity of Ukraine, visited facilities that have already provided assistance to thousands of people. The short-term transit center has accepted over 18,000 evacuees, while the Resilience Center has supported nearly 4,500 Ukrainians.
The “Pluriton” Transit Center can accommodate up to 250 people at once. It operates on the “one-stop shop” principle: people can obtain internally displaced persons (IDPs) certificates, register for evacuation trains, apply for financial assistance, and access medical and psychological support. A safe space with activities and art therapy is also available for children.
“Nowadays, the Sumy region is a stronghold that withstands the blow of the war. For us, it is essential that people can receive everything they need here—from temporary shelter to free psychosocial support at the Resilience Centers,” Denys Uliutin said.
Both spaces operate on the principle of partnership: the state develops regulatory mechanisms, while civil society organizations provide services directly on-site.
The Minister emphasized that the state's current task is to make such services sustainable and accessible for everyone who needs them.
The Government has adopted resolutions to compensate utility costs for institutions that are free for internally displaced persons (IDPs) and has allocated subventions for the repair and arrangement of premises. The Ministry of Social Policy, Family, and Unity of Ukraine is preparing decisions to continue the “Resilience Center” project that operates within the “How are you” All-Ukrainian mental health program, initiated by Olena Zelenska.
