Denys Uliutin met with the Special Representative of the UN Secretary-General on Sexual Violence in Conflict

As part of his working visit to the United States, Minister of Social Policy, Family and Unity of Ukraine Denys Uliutin held a meeting with the UN Under-Secretary-General and Special Representative on Sexual Violence in Conflict, Pramila Patten.

The parties discussed the implementation status of Law No. 4067, prepared jointly with UN experts. The law sets out the procedure for state recognition of cases of conflict-related sexual violence stemming from Russian aggression and establishes legal and social mechanisms to support survivors. The Minister highlighted the next steps: developing secondary legislation, establishing recognition procedures, and creating a mechanism for providing urgent interim reparations.

“For us, recognizing the reality of sexual violence is not a formality. Such recognition must be reinforced with real support — legal, social, psychological, and medical. Our task is to ensure that every survivor receives safe and dignified assistance,” emphasized Denys Uliutin.

The Minister also emphasized the growing risks faced by Ukrainian women and children abroad, particularly in the context of the expiration of temporary protection in the EU in March 2027, and underscored the importance of strengthening cooperation with the United Nations in combating human trafficking, as well as in the early identification and support of survivors.

Pramila Patten expressed her support for Ukraine and the Ministry, and emphasized the UN’s readiness to assist in preparing all documents necessary for the implementation of the Ukrainian law.

The discussion also focused on strengthening the national response system, advancing trauma-informed case management, and establishing a Damage Documentation System for individuals affected by Russia’s aggression, which will complement the International Register of Damage.

Both sides agreed to continue their systematic cooperation. This includes drafting all regulatory acts required to implement the legislative changes, establishing an effective mechanism for reparation payments, providing training for specialists, and conducting monitoring.
