The State Budget of Ukraine in war time is aimed at maintaining the country’s defensive capacity in the first place. Alongside with the defence expenditures, which are naturally a priority in the context of war, the second item of expenditures by their significance is financing of the social policy. Social protection of the population plays the critical role in resilience of the society.
The Ministry invites international organizations to join efforts in recovery and development of the human capital as well as joint implementation of innovation social protection programmes. We can create a more flexible and resilient social support system in Ukraine together.
We believe that the existing social sustainability in Ukraine will help resolve global future challenges, from climate changes to fight against inequality, by creating the new development wave for entire Europe.

How Businesses Can Support Families with Children via Corporate Social Responsibility Programmes
Every child needs a family. It is the only environment where a child develops in a harmonious manner and gains the skills necessary for future adult life.
The purpose of the child care and support system reform is to enable every child to live in a family. It can be done by: 1) enhancing the families’ capacity to raise children in order to prevent them from getting into institutional facilities, and 2) developing family-based care for the children who are deprived of the opportunity to be raised by their biological parents for some reason.
Corporate social responsibility programmes of businesses can support families with children at different levels.
Team level:
- Be informed of your employees’ life events. Notice the signs showing that a person or a family is at risk of getting into difficult life circumstances and support them on time.
- Create working conditions for women with children (flexible working hours, child care rooms, corporate compensation for babysitting services). In particular, financial independence of a women prevents domestic violence and asocial lifestyle of children.
- Promote adoption among the employees.
- Introduce programmes to support employees with children.
- Develop corporate mentoring — encourage employees to be mentors for the children raised in orphanages.
Community level:
- Support construction of houses for large foster families (family-type children’s homes) that host five to ten children deprived of parental care for upbringing.
- Finance redecoration in the accommodation already available to FTCH and foster families.
- Finance development of community-based social services (in particular, redecoration of premises, staff training) as social services are a good way to prevent parents of children with development disorders from giving the away to institutional facilities.
- Introduce support programmes for social workers who assist families in difficult situations and help overcome crises.
