Diaspora Alliance for Recovery of Ukraine

What is the Diaspora Alliance?

The Diaspora Alliance for Recovery of Ukraine is a new global platform that brings together Ukrainian diaspora organizations, the Government of Ukraine, host-country governments, and international organizations.

Its purpose is simple: to transform global solidarity into coordinated, concrete, and long-term support for Ukraine’s recovery.

The Alliance was initiated in 2025 following consultations organized by the International Organization for Migration (IOM), with the participation of over forty diaspora organizations from Europe and North America. It was formally presented at the Ukraine Recovery Conference 2025 with the support of the Governments of Italy and Ukraine.


Why is the Alliance needed?

Millions of Ukrainians abroad continuously support their country through advocacy, investment and trade, remittances, humanitarian assistance, cultural initiatives, and knowledge exchange. Their contribution is powerful, yet often fragmented and difficult to scale.

The Alliance was created to consolidate and amplify these efforts.

The Alliance provides:

  • A single platform aligned with Ukraine’s national recovery and European integration priorities;
  • Improved coordination to avoid duplication and maximize impact;
  • Shared data and visibility to demonstrate the diaspora’s contribution;
  • A space for collaboration, joint solution design, policy input and recommendations, and implementation of collective initiatives.

Vision of the Alliance

A cohesive global Ukrainian diaspora working together with the Government of Ukraine, host-country governments, and international partners to advance Ukraine’s recovery and sustainable development.

The Alliance’s activities directly support Ukraine’s National Recovery Plan, the EU accession process, and the priorities of the Ukraine Recovery Conference.


How the Alliance works

The Alliance is:

  • Voluntary — no membership fees or legal obligations for registered members;
  • Inclusive — open to diaspora organizations, the Government of Ukraine, host-country governments, and international organizations;
  • A cooperation format without loss of autonomy — members retain full independence;
  • Global — engaging Ukrainian communities worldwide.

Governance

The Alliance operates through a multilateral co-chair mechanism, bringing together the Government of Ukraine, partner governments, the Ukrainian World Congress, and selected diaspora organizations to ensure balanced leadership and strategic direction.

The Secretariat of the Alliance is provided by the International Organization for Migration (IOM).


Thematic areas of work

To achieve its vision, the Alliance focuses on the following areas:

Economic engagement — trade, investment, support for small and medium-sized enterprises, innovation, and skills development;

Social cohesion and community development — cultural cooperation, youth initiatives, humanitarian and local projects;

Return and reintegration — return pathways, social protection, employment, support for veterans and internally displaced persons;

Analytics and research — mapping diaspora potential, data collection, and building an evidence base.


How to join

Membership is open to diaspora organizations, governments, and international organizations. To join, applicants must submit a Membership Application. No financial or legal obligations are required.

Partners — including academic institutions, think tanks, private sector actors, foundations, donors, youth associations, and experts — may participate in selected meetings and public events without involvement in the governance of the Alliance.
