Ministry of Social Policy, Family and Unity of Ukraine Strengthens Cooperation with the Regions to Ensure Every Child Grows Up in a Family Environment

Today, on September 15, 2025, Liudmyla Shemelynets, First Deputy Minister of Social Policy, Family and Unity of Ukraine, held a meeting with representatives of Regional State (Military) Administrations.
The parties discussed the status of approval of regional action plans for 2024-2026 to implement the Strategy for Ensuring every Child's Right to grow up in a family environment for 2024-2028.
In addition, during the meeting there was discussion about the implementation of family-based care support programs in the regions, including financial support, as well as the status of housing purchases for family-type children's homes funded by a state budget subsidy.
Liudmyla Shemelynets emphasized that one of the key state priorities is to create favourable conditions for children’s development and to ensure their right to grow up in a family environment.
“The Ministry is open to dialogue with the regions and stands ready to respond quickly to challenges. We strive to listen to every region and to find solutions together to support families and create favourable conditions for children,” she emphasized.
As a result of the meeting, the parties agreed to strengthen cooperation in order for every child in Ukraine to grow up in a safe and supportive family environment.
It should be recalled that the Ministry of Social Policy, Family and Unity of Ukraine discussed a partnership aimed at protecting children during the war.
