Iryna Postolovska: "The Development of Social Services Is One of the Key Steps for Ukraine’s Future Recovery"

The Ministry of Social Policy of Ukraine plans to present new approaches to the development of social services in Ukraine as the foundation for shaping social policy during the Recovery Conference in Rome (URC 2025).

Gender-oriented approaches, consideration of the interests of all population categories, and support for vulnerable groups are the basis for Ukraine’s future post-war recovery.

This was stated by Deputy Minister of Social Policy Iryna Postolovska during the Civil Society Advisory Panel of the Platform for Ensuring Gender Mainstreaming and Inclusion in Recovery.

"The development of social services for independent living in the community is one of the key directions in shaping social policy. The Ministry emphasizes strengthening the capacity and ability of communities to provide social services because we understand the enormous burden carried by caregivers. Services are an investment in human capital development and, as a result, potential for the post-war recovery of our state," said the Deputy Minister.

Iryna Postolovska noted that this year, during the Recovery Conference in Rome (URC 2025), which will take place in July, the Ministry of Social Policy will pay special attention to expanding the network of social services under a new philosophy. The ministry is already changing procurement mechanisms to involve not only municipal but also non-state providers, establishing service delivery rules in line with standards and within pilot projects.

In particular, the Ministry of Social Policy is implementing several important projects:

  • Resilience-building service – a comprehensive service provided in communities. The main goal is not only to support mental health but also to rebuild social cohesion.
  • Supported living and residential care service for older people and people with disabilities, as well as IDPs. The service reinforces the deinstitutionalization reform and develops providers at the community level.
  • Small grants project for providing a range of services to families with children.
