In Ukraine, the model of citizen support will be changed, with pension provision and targeted assistance as priorities – Denys Ulyutin

The Ministry of Social Policy, Family, and Unity of Ukraine is proceeding with reforms capable of updating the social contract between the state and its citizens. The corresponding work plan and priority tasks for the next 100 days were presented by Minister of Social Policy, Family, and Unity Denys Ulyutin during a meeting of the Committee on Social Policy and Veterans' Rights.
"We are changing approaches to social security and assistance. This should be a system that meets people's needs, is focused on their interests, and will be tailored to each individual not by status but by necessity. Dignified, targeted, and transparent support — this is the work plan for the next 100 days for the entire Ministry," said Denys Ulyutin.
According to him, the first changes will concern pension provision:
Solidarity pension system: guaranteed payments upon reaching retirement age, with a direct link between social security contributions, their duration, and the pension amount.
Transformation of special pensions into professional pensions, specifically payments based on three factors — a base payment, a variable pension component, and a professional component — from different funding sources.
Introduction of a mandatory accumulative system.
Denys Ulyutin stressed that the Ministry will engage people's deputies in the early stages of reform development.
An important part of the Ministry's work remains systemic support for children and parents. In particular, creating conditions for combining parenthood with professional activities, increasing birth benefits, expanding access to social services for children, and ensuring every child's right to grow up in a family environment.
He also announced that social standards would soon be updated to help families in difficult life circumstances. For this purpose, basic social assistance will be introduced, and a reform of the subsistence minimum will be implemented.
"No less important at this time will be socially significant initiatives. We will continue developing social services, taking into account existing initiatives—such as the 'money follows the person' approach to service payments and the implementation of case management. Also, in the near future, we will begin drafting the Social Code of Ukraine and transitioning to needs-based targeted support for citizens. This includes, in particular, systemic support for families with children where it is most needed," the minister said.
Denys Ulyutin also noted that work will soon begin on launching a "single window" for internally displaced persons (IDPs), where they can receive assistance and support from the moment of evacuation to integration into a new community. Additionally, support for people with disabilities remains a constant priority:
Transition from disability-based payments to supporting individuals who have lost their ability to earn income.
Individual comprehensive social support based on objective assessments of a person's functioning under the International Classification of Functioning, Disability, and Health (ICF).
Support for employment of people with disabilities and their rehabilitation measures.
