Ilona Havronska: The transition from temporary protection status for Ukrainians in the EU must be fair
30/01/2026
During a working visit to Brussels, Ilona Havronska, Deputy Minister of Social Policy, Family and Unity of Ukraine for European Integration, held a working meeting with Alexander Winterstein, Head of Cabinet of the EU Commissioner for Home Affairs and Migration.
During the meeting, the parties discussed, among other issues, the prospects for transitioning from temporary protection status to long-term solutions for Ukrainians in the European Union, in the context of the possible expiration of the Temporary Protection Directive in March 2027.
“For us, it is essential that the transition from temporary protection status be fair. Ukrainians are an important part of the economic life of EU countries. Together, we need to create conditions that allow our citizens to develop their potential, while also preserving the possibility to make an informed decision about returning to and reintegrating into Ukraine,” the Deputy Minister emphasized.
Special attention during the meeting was paid to the development of the Unity Network of Ukrainians abroad and the role of the Diaspora Alliance in engaging Ukrainian communities in policy-making and Ukraine’s recovery processes.
“Ukrainians abroad want to be actively involved in decision-making, to share knowledge and experience, and to support the country. We see them as partners in the implementation of reintegration and recovery programs for Ukraine,” Ilona Havronska stressed.
The parties also discussed the involvement of local communities in Ukraine in the processes of return of Ukrainians, as well as the possibility of aligning approaches to supporting internally displaced persons and those returning from abroad.
In addition, the meeting addressed the potential for deepening data exchange between Ukrainian social registers and EU migration systems, as well as coordinating efforts within social programs to avoid duplication of activities and ensure effective support for citizens.
At the conclusion of the meeting, the parties agreed to continue working on joint approaches and to explore the possibility of launching pilot initiatives within the framework of the Unity Network and return programs.
