State Control over State Support
In order to ensure targeted utilisation of the budget funds designated for state support (different types of state assistance, benefits, housing and utilities subsidies and other payments from the State Budget), the National Social Service of Ukraine as the central executive authority responsible for implementing the state policy for social protection of the population carries out state supervision (control) over compliance with the legislation on the procedure for such support.
The National Social Service and its territorial bodies (24 main directorates) perform control functions in connection with compliance with the legislation on social support.
Regulation on the National Social Service of Ukraine
The principal tasks of the National Social Service include:
- state control over compliance with the legislation during social support;
- coordination of activities of structural subdivisions of local state administrations and executive bodies of village, urban-type settlement and city councils in connection with provision of social support;
- guidance on operations of structural subdivisions for social protection of the population as regards adequacy of social support.
In order to perform its state supervision (control) tasks, the National Social Service without limitation:
- checks how the SPA, bodies of the Pension Fund of Ukraine comply with the legislative requirements for granting state assistance and housing and utilities subsidies, benefits for housing and utilities subsidies, and ensure the uniform application thereof;
- carries out state control over utilisation of the state budget allocated for social support;
- uses the outcomes of verification of information on reliability of the data submitted to obtain social assistance, and adequacy of granting of the assistance.
State Control Procedure
The procedure for inspections during the social support is prescribed by Resolution of the Cabinet of Ministers of Ukraine No. 1035 of 6 October 2021 (as amended).
The procedure regulates scheduled and unscheduled inspections, documentation of their findings as well as rights and obligations of the designated officers of the National Social Service and its territorial bodies.
State control and monitoring are carried out as scheduled and unscheduled inspections. At the same time, desk inspections, extended grounds for unscheduled inspections as well as the mechanism for extending the inspection terms are some of the actions aimed at better performance of control.
Findings of inspections are documented as an inspection report that specifies without limitation facts of violations of the legislative requirements for social support as well as recommendations on elimination thereof and deadlines.
In pursuance of the Procedure, the annual plan for inspections is approved for each main directorate of the National Social Service.
On Participation in the EU Transborder Programmes (page)
The EU Strategy for the Danube Region (EUSDR) is aimed at infrastructure, environmental, social, economic and institutional development of the region. The Strategy provides for cooperation on 11 priorities, with 12 Steering Groups established for the implementation thereof.
The Ministry of Social Policy, the Ministry of Education and Science and the Ministry of Economy of Ukraine represent Ukraine in Priority Area 9 of the EUSDR “People & Skills”, which covers the matters of increasing employment rates, developing the inclusive labour market and creating efficient educational systems.
An important element of implementation of the EUSDR is the projects based on the Strategy priorities in different regions. In particular, the Interreg Danube Region Programme 2021-2027 has been available to entire Ukraine since 2022. The applicants from specific oblasts used to be able to participate in the selection: now financing applications can be filed by the local authorities, international and non-profit organizations from any region of Ukraine.
