Humanitarian Account

At the beginning of the full-scale invasion, the National Bank of Ukraine opened a dedicated account for the Ministry of Social Policy, Family and Unity of Ukraine to receive voluntary charitable contributions from individuals and legal entities, both from Ukraine and abroad. The account details for making donations are provided below on this page.

The funds accumulated in this account are used to provide humanitarian and other forms of assistance to civilians during the period of martial law in Ukraine.

The Procedure for the use of these funds was approved by Resolution No. 220 of the Cabinet of Ministers of Ukraine dated March 7, 2022.

In accordance with the Procedure, the funds may be allocated for:

the purchase of specially equipped vehicles intended for the transportation of persons with disabilities and other groups of people with limited mobility;

the provision of housing for foster families, patron caregiver families whose homes have been destroyed or who have been displaced from frontline territories, as well as family-type children's homes, including:

-construction of new housing, including design and survey works, expert review of project documentation, and the development and issuance of technical specifications for connecting construction projects to utility networks;

-major renovation or reconstruction of housing, including design and survey works, expert review of project documentation, technical inspection of buildings, all types of repair work, and the purchase of furniture, household appliances, and other durable goods;

-the purchase of housing in residential buildings that have been commissioned;

payment and/or compensation for the provision of social services;

payment and/or compensation for psychosocial support and adaptation services aimed at helping the population handle crisis situations, as well as financing the training and professional development of social service providers, specialists, professionals, and psychologists;

ensuring the functioning of Resilience Centers.

Among the entities authorized to submit proposals to the Ministry of Social Policy regarding the allocation of funds are regional state administrations (military administrations) and the Kyiv City State Administration (Kyiv City Military Administration).

Depending on the area of using, the funds may be received by:

military administrations, village, settlement, city, and district councils in cities, as well as their executive bodies;

regional state administrations (military administrations) and the Kyiv City State Administration (Kyiv City Military Administration);

the State Agency for Restoration and Infrastructure Development of Ukraine and enterprises, institutions, and organizations under its management;

the Social Protection Fund for Persons with Disabilities.
