Humanitarian Assistance

Humanitarian assistance is granted free of charge and on a targeted basis, as funds or goods. It can be granted as financial support, voluntary donations, works or services, from both national and international donors.


How to receive humanitarian assistance


Who is a recipient?

Recipients of humanitarian assistance in Ukraine are legal persons as well as certified missions of foreign states, international and foreign humanitarian organizations in Ukraine (without a legal person established) that are determined as prescribed by the Cabinet of Ministers of Ukraine.


Recipients of humanitarian assistance may be as follows:

  • civil society organizations (CSOs), namely organizations of war veterans, persons with disabilities, as well as enterprises and organizations established by the latter in accordance with the Law of Ukraine “On Civil Society Organizations” — they are granted assistance for their constituent operations that are not aimed at making profit;
  • non-profit public and communal enterprises, institutions, organizations and local self-government bodies;
  • the central executive authority responsible for implementing the state policy for civil protection, and/or other competent central executive authorities — to support civil protection forces subordinated to such authorities;
  • the Ukrainian Red Cross Society and its oblast and local organizations with the legal person’s status that operate in accordance with the Society Charter and the Law of Ukraine “On the Ukrainian Red Cross Society”;
  • charitable organizations established in accordance with the Law of Ukraine “On Charitable Activities and Charitable Organizations”;
  • religious organizations registered in accordance with the Law of Ukraine “On Freedom of Conscience and Religious Organizations”;
  • institutions, enterprises and establishments of any ownership form that carry out rehabilitation of persons with disabilities and children with disabilities in accordance with the state social standards as well as social service providers included into the Register of Social Service Providers and Recipients;
  • medical and/or rehabilitation service providers that have concluded agreements with the central executive authorities responsible for implementing the state policy for medical financial guarantees as well as healthcare institutions subordinated to the security and defence sector;
  • standalone units of foreign non-governmental organizations certified in Ukraine;
  • country offices of international inter-governmental organizations in Ukraine (without a legal person established);
  • diplomatic and consular missions of foreign states in Ukraine.

The status of a humanitarian assistance recipient can be obtained in the Automated Humanitarian Assistance Registration System — https://good.gov.ua/ The organization (legal person) carries out its registration with the Unified Register of Humanitarian Assistance Recipients there. Who is the recipient?

Humanitarian assistance recipients are natural and legal persons in need of assistance that receive it directly.

Humanitarian assistance recipients with the legal person’s status may be civil society organizations, non-profit public and communal enterprises, institutions, organizations and local self-government bodies, the central executive authority responsible for implementing the state policy for civil protection, and/or other competent central executive authorities — to support civil protection forces subordinated to such authorities.

Humanitrian assistance recipients also include: the Ukrainian Red Cross Society, charitable organizations, institutions, enterprises and establishments of any ownership form that carry out rehabilitation of persons with disabilities and children with disabilities, social service providers included into the Register of Social Service Providers and Recipients as well as medical and/or rehabilitation service providers of any ownership form that have concluded an agreement on public medical services with the central executive authority responsible for financial guarantees of public medical services, and healthcare institutions subordinated to the security and defence sector.

How to register humanitarian cargo

Humanitarian assistance can be imported into Ukraine by the recipients being legal persons listed in the Register of Humanitarian Assistance Recipients.

  • Sign up for the Automated Humanitarian Assistance Registration System good.gov.ua (HA AS), and entered details on the cargo recognised to be humanitarian assistance in the personal account. It is done automatically by assigning a unique code to each cargo.
  • Then the recipients creates the e-declaration that is sent to the customs authorities to be executed owing to information exchange between the State Customs Service and the MSP.

A declaration can be submitted via the web-portal “One-Stop Shop for International Trade”.

After the customs declaration is executed, the humanitarian assistance recipient being an enterprise, an institution or an organization financed from the state budget shall, within 15 days (following the customs clearance of the cargo), submit the inventory of the assistance actually received via the personal account in the Automated System.

The establishments authorised by the MoH to receive medicinal products, medical devices, consumables, medical equipment, personal protective equipment and other supplies necessary for the healthcare sector shall file an inventory within 60 calendar days following the customs clearance of the cargo.

3. The recipient shall draw up and submit a report via the account in the HA AS by the 15th day of the month following the month of the customs clearance of the humanitarian assistance.


Moreover, a copy of the paper report or a copy of the e-report can be uploaded, with the qualified electronic signature (QES) of the senior executive or the person responsible for accounting.

Nota bene:

If no report is submitted within 90 calendar days following the customs clearance of the humanitarian assistance, such assistance shall be deemed non-registered, non-targeted and used not as intended. In this case, the recipient’s access to the Automated System will be disabled.
